A thriving city supports diverse functions, communities, and ecological systems that coexist safely, comfortably, and with equal access to opportunities. Achieving this requires a cross‑domain planning approach. Yet urban planning often involves departments working in parallel, each with its own priorities. This can lead to “first come, first served” spatial decisions, where land is allocated to buildings before essential green infrastructure or energy networks are considered. To address this, TNO is developing a spatial negotiation tool within a structured methodology that makes policy goals spatially explicit. It helps stakeholders understand each other’s objectives, constraints, and interdependencies, enabling clearer trade-offs and early identification of synergies. The aim is to support integrated, balanced urban planning beyond sectoral silos.
