This 60-minute panel will present new findings from the ongoing analysis of urban content in Nationally Determined Contributions (NDCs) 3.0, building on the report Urban Content in NDC 3.0: A Snapshot of 128 NDCs. The session will focus on how means of implementation—finance, technology transfer and capacity-building—are reflected in NDCs at the urban level, with particular attention to urban climate finance.
The research update expands the existing global database of NDCs to assess how countries operationalize urban climate action through financial mechanisms, governance arrangements and implementation frameworks. Initial findings show that while cities are increasingly recognized in national climate strategies, references to urban climate finance remain limited, appearing in just over one-third of NDC submissions
Experts from international organizations and academia will discuss emerging financial models such as blended finance, public-private partnerships and national-local funding mechanisms. The session will conclude with an interactive discussion, allowing participants to ask questions, share experiences and exchange lessons learned with peers.
